We are looking for an HSE Supervisor to join our clients China Harbour Engineering Company Ltd. team for the Kotka CAM Plant project. China Harbour Engineering Company Ltd. (CHEC) is a world-renowned international contractor and a leading provider of comprehensive services across the entire industry chain for both public and private sectors. CHEC has been engaged as the main contractor for the CAM Plant project in Kotka, responsible for the implementation and construction of the plant. In this HSE Supervisor role, you will be part of the HSE team that contributes to the successful execution of the project. The position is project-based, with an expected duration of approximately two years, and the work is located in Keltakallio, Kotka. Your responsibilities include: - Monitor daily site activities to ensure compliance with Health, Safety, and Environmental (HSE) regulations, project-specific requirements, and international standards (e.g., ISO 14001, EPA guidelines). This includes overseeing pollution control measures, waste handling protocols, and sustainability initiatives such as emissions reduction and resource efficiency. - Perform regular safety and environmental audits and inspections to identify hazards, regulatory non-compliance, and improvement opportunities. Evaluate environmental impacts, including air, water, noise, and soil pollution, and support the implementation of Environmental Impact Assessments (EIAs) and site-specific Environmental Management Plans (EMPs). Ensure that corrective and preventive actions are tracked and completed. - Assist in developing, updating, and enforcing comprehensive HSE procedures, including emergency response plans for incidents such as spills, contamination, or fires. Ensure all environmental permits are obtained and valid. Promote waste management protocols for segregation, recycling, hazardous waste handling, and environmental protection aligned with both local laws and global standards. - Participate in investigations of HSE-related incidents, including accidents, near-misses, and environmental breaches. Analyze root causes, coordinate with relevant departments, and support remediation efforts. Lead implementation of corrective and preventive actions, while ensuring documentation and reporting obligations are met. - Deliver toolbox talks, safety briefings, and environmental awareness training to all site personnel, subcontractors, and visitors. Promote a culture of environmental responsibility and sustainability through workshops and campaigns. Liaise with government authorities, community representatives, and environmental organizations to address concerns, respond to complaints, and ensure transparency. What we expect from you: - Minimum 5 years of HSE work experience, with a background in construction or industrial projects. - Familiarity with Finnish HSE laws and regulations; hands-on site safety monitoring experience required. - Proficiency in MS Office software (Word, Excel, PowerPoint) and safety data documentation. - Strong communication, coordination, and teamwork skills; able to interface with both site and officeteams. - Full professional proficiency in English. Fluent Finnish is considered as an asset.
